Let's say you book the 12pm departure and the fare was $500. Qantas cancel and then put you on the 8pm flight which only cost $300.

In that scenario, should Qantas refund the fare difference?

T&Cs are probably worded to give them wriggle room to allow them to move you, but potentially seems a bit like misleading conduct or bait advertising to me.

You should be able to decline the change and get a refund (and then buy a ticket on the 8pm flight yourself). Only problem is refund may/will take some time.
