Can one downgrade a waitlisted flight?

If one wailisted flight on a multi-sector booking fails to eventuate, can one downgrade just that sector to a lower class while seats are still available at that lower level so as to ensure making a necessary connection?

Also is there any possibilty of linking a separately booked short sector ticket on LH to an existing SQ booking to ensure the whole journey is on one PNR? I didn't realize I could book the whole journey via SQ.
 
Follow up: glad to say no need to downgrade - waitlisted flight was already confirmed, though I hadn't been informed by phone call or email. LH onward flight also now linked, no need for re-ticketing. So all's well.
