That sounds like the standard "Scale Ladies".

I have found that upon seeing my Pre-Clearance sticker I always get waved through by them

Yep. But they did seem more on the ball than in the past.

Their existence does make me very aware of my carry-on however - so I guess the deterrence effect works.

I have no problem at all with this, I personally have the correct sized carry on and weigh it each time. If I have to check in, so be it. If you don't enforce rules, don't bother having them in the first place.
