Am looking at booking parents for trip. Which carriers provide buggy to transport F passengers at airports?

TG definitely do in Bangkok and I have used it. Not sure about other ports.
 
The better hotels will provide as part of transfer service.

The only airline I know of that routinely provides buggy services is TG. And that only applies on arrival now at BKK - not on departure for the journey from the lounge to the gate.

Some airlines will provide buggies for certain high value and full fare F passengers - namely CX and SQ. But those will depend on a range of factors including the distance to the gate and/or transit time.

LH and LX will provide a limo for certain flights (both arrival and/or departure), but that can depend on the gate allocation for the inbound and outbound flights (and if departing the FCT in FRA).

Some airports such as HKG and DEL have buggies available to anyone - HKG charges HKD60 (no need to pre-book), those at DEL departures are free (just flag one down and hop on), and BKK offers them for arrivals for ~THB1000 (must be pre-booked).

There are undoubtedly other airports on the list.
