booking flights to cuba through Qantas

Is anyone able to advise why Qantas can't book AA flight to cuba. The flights can be booked through AA ok. But when I rang Qantas they said (twice) they are not able to book them. They can see the seats available on their system, but when it comes to ticketing it doesn't work.
I'm trying to add Miami to Havana into a RTW trip.
 
This may be a hangover from the previous restrictions around itineraries with Cuba and US on them (ie. not possible).

AA may also not have released cuba seats into a fare bucket that QF can see.

What have QF said when you've pointed out availability on AA?
 
QF grabbed the reward seats, added them to the existing booking, went to re-calculate the taxes, and said that's where the error is occurring. She asked the supervisor who said 'Qantas are unable to book cuba seats. That they can only be booked through a travel agent or AA direct'.
I'm wondering if there's a trick for them to get around it.

I hate to say it but i suspect not, there's likely to be a reason.
