Booking a spare Classic Reward seat - is it possible

You cannot do EXST or CBBG on partner carrier awards, including a ticket where it is mixed QF/partner carriage. This is due to the way awards are ticketed - there is just no way for the partner carrier to get paid for the EXST.

You are able to do EXST/CBBG award bookings on wholly QF prime flight classic award itineraries however, and it must be booked at time of booking not added after the fact.

Got a written response from Qantas today - basically - QF can't help on existing booking, could only help on a QF operated flight anyway - try my luck with the other carriers on the ticket directly to see if I can Buy an additional seat.
