E.g. apparently when Clinton left the White House he had never used a mobile phone before.
 
Maybe he thinks he really is senior ranking royalty, they dont carry money either.

But and this is the real question, why wasn't he heavily fined? I mean in MEL if you don't have a ticket regardless of your excuse the best you can hope for is a large fine.

If you're having a really bad day then a free bashing isn't out of the question.
 
This type of story reminds me of the (non) sentences received by children/family of noted judicial/political figures after being arrested for drink driving or dangerous driving. One law for some and another for the plebs....

That's a bit unfair. His security guard offered to pay, but the ticket collector refused to accept the cash as Tony Blair was his hero.

Tony Blair will be the next Prime Minister of England, mark my words (who else is there?).
