I have used Nokia Maps (now Here Maps) for years with no issue. The ability to download maps and have offline access, plus offline navigation, is unbeatable. I use it for walking, running and cycling. Against my better judgement I recently moved into the google / android eco-system now that they have offline maps. I am so disappointed Firstly, you can't download an entire country in one hit easily. It tends to download the viewable area. Of course you can zoom out but I still don't like how this is done when compared to Here Maps. Secondly, not all maps can be downloaded on your phone due to 'licensing' agreements! Would have been nice to know this before I thought google maps was my way forward.
Fortunately Here Maps is available on Android so I am back using it and happy for my use case.
