I dunno the situation but in CGK last week in the baggage collection area before exit customs there is a little roped of space next to oversize collection set aside for foreigners to register IMEI. I didnt need it myself so nothing more to add.
 
As a data point I purchased a Telkomsel prepaid SIM for Rp150,000 about $15 with 8Gb of data good for a month. It worked in my phone for the duration of my stay 10 days.
 
Sure going to attract tourists when you make it more difficult to do basic stuff like use your phone. Talk about an own goal.

Making it harder for criminals and terrorists to use phones anomonously is a good thing.

How many terrorists and criminals fall into the category of entering Indonesia with a foreign owned/purchased phone and spent more than 90 days and then committed a crime that would have been somehow prevented had the authorities had prior knowledge who owned the phone?

I haven't read the article. Were the cell phones used purchased overseas and brought into Bali for more than 90 days? Ie, would the current change have prevented the attack?
who knows..as an international traveller I roll with the sovereign right of our host countries to introduce whatever laws they choose. next visit for sure it will have changed to something different again.
 
Upcoming Flights to indonesia are booked solid and not cheap. Having to go through a process to put a SiM card in a phone doesnt appear to be stopping people from going there.
