Baggage Allowance Domestic Flights

My wife and I are flying from Port Macquarie to Sydney with Qantas Link in about ten days. I haven't done the trip since they changed their baggage allowance, we are both on the one booking number obviously as separate passengers.

My question when looking at baggage allowance it says one item at 23kg for check in and 7kg for carry on, I assume that means per passenger not per booking?

Thanks for your help in advance.
 
QantasLink used to be 20kg baggage allowance but I see that has now changed to 23kg.
