BA luggage allowance - none in J?`

A friend says they were flying an intra-Europe flight to connect to a long-haul flight in J via London and they were told at the airport that the short leg wasn't booked with any luggage allowance, and they had to pay before boarding. Can that happen?

Who was carrier on the originating flight? And from where?

Were all of the flights on the same booking?
 
I think they must surely have been separate bookings, unless the airport staff were seriously in error. But both BA flights.
 
That was one problem I had when I was trying to save shekels on a trip to Dublin ! Yes I could use different airlines on different hops with some interesting wait times !lol! But every time I had that change from international to domestic flights I had a problem with baggage ! Got to hard in the end so I just went one hop !
 
BA do have hand luggage only fares - I believe they used to only be for flights in/out of LGW, but have recently made them available more broadly. GBP 10-15 less than the fares with baggage. Maybe your friend chose the wrong option if booking via BA.com, or their TA stuffed up....
