Lufthansa has taken delivery of its first Airbus A320 with vortex generators, which will reduce the noise produced by aircraft during its final approach by up to two decibels. Lufthansa said it is the first airline in the world to use an aircraft with this modification.
According to Lufthansa, all new aircraft of this type will be equipped with vortex generators standard. Its current A320 fleet, which is already in operation, will also be equipped with the noise-reducing technology. It said 157 aircraft in its existing fleet will receive the new component, so that more than 200 aircraft in total— including new deliveries—will be quieter.

From what I can tell (my get out of jail card if I'm wrong  ), Vortex Generators have been around for a while (a quick google search shows discussions about them from at least 10 years ago). Whilst LH might be the first to install it on an A320, if it was such a big improvement that it'd allow flights outside of curfew I'd imagine all the airlines would be scrambling to install them.
