There aren't too many real losses amongst any of the 7, my take is with the three premium economy options you'd be much better to save the little extra (4200 - 34200 points depending on distance) required for business class if possible.

Air France and West Jet... well there isn't much that can be done when no partners get award seats in the top cabins.

No one would notice if Air New Zealand seats on international flights were even offered given award space is practically non existent (right now it's zeroed out through to end of schedule on most routes) and whilst China Airlines whole network would be great, transiting through Taipei might not be possible for a while to come.
 
You can include SriLanka Airlines in this list - key legs such as MEL-CMB are not available and Qantas claim that they do not have an agreement with them to market such legs.

Just picked a random day in June and the MEL-CMB route appears, this particular date only had J award space (which matches the AA site).

I agree that Premium Economy doesn't always work out to be good value. But to give you an example, a friend recently booked a Oneworld Award in J that included a long-haul flight on Iberia. There was no J availability on that leg, but Iberia did have Y & PE seats available. Qantas couldn't access the PE seat, so he is stuck in Y (and is still spending the same number of points).
