Popped in today to check this out. It seems to be a quasi lounge / spa ...it accepts many lounge memberships incl priority pass and diners...access includes fish spa and 3 hours stay in the lounge.
Located beneath Skyview lounge in T1 it's quite small but is quieter than upstairs with a new fresh fit out and furnishings.
There are 2 fish spa pools overlooking the tarmac with 2 sizes of fish...The smaller ones are hungrier! I had nice smooth feet after.
Food and drink is limited to packaged goods or fountain soft drinks and machine tea and coffee so Skyview probably has a more comprehensive selection with hot dishes.
Will post some pics shortly but overall not a bad spot to chill out and while away a wait at SIN.
