Yep, I just know the times I have booked via Flight Centre for Qantas or United, I was always redirected back to Flight Centre for any extras/changes etc.

The ping-pong game is never fun. Though I'm not aware of any airline that will collect ancillary, extra costs like seat assignments on behalf of another carrier. I've never seen it, at least. I've never had luck doing anything other than contact the operating carrier (if luck is to be had at all). But perhaps others can point to examples where it works. Especially for seat assignments, that makes sense, as often only the operating carrier has full, real-time access to seating maps (though many airlines will 'helpfully' punt you back immediately anyway).
