Agoda Cancellation Policy

Can someone please interpret this cancellation policy?

Cancellation and Change Policy said:
Any cancellation received within 7 day/s prior to arrival will incur the first 1 night/s charge. Failure to arrive at your hotel will be treated as a No-Show and will incur the first 1 night/s charge (Hotel policy).

The booking is for December/January and if I understand correctly I can cancel now there is no charge. It is very confusing as they also have the following in another email

Cancellation and Change Policy said:
Based on the room type, you may get charged a 15 USD processing fee (per booking) for cancellations.

and in another section

Cancellation and Change Policy said:
Please note if you cancel this room before the hotel policy period as below, a US $15 processing fee will be charged.

Any cancellation received within 7 day/s prior to arrival will incur the first 1 night/s charge. Failure to arrive at your hotel will be treated as a No-Show and no refund will be given (Hotel policy).

So which is it? I understand about no-show but don't understand the inconsistency. Oh, and some of these bookings had "Free Cancellation" on the website before the confirmation page. Very confusing.
 
$15 service charge for cancelling may be applied (how it does get applied will be determined by them at some stage)

If you cancel within 7 days, no refund for the first night.

If you no show, then no refund for the first night.

That is how I interpreted it but when I go to review booking before pressing the cancel booking button only the first quote is shown without the second clause on cancellation fee.

I have 4 bookings over 12 nights and it was a good deal as the hotels in Pattaya are fairly expensive at that time of the year. Managed to get a sizeable discount on available rates and have also been given a further 5% discount tonight as I was trying to get Delta Skymiles with the bookings but something stuffed up.

Worse case scenario is I cancel the middle 2 bookings and pay USD30.
 
I tried to cancel a booking in Thailand and was assured there was no refund. I didn't get too upset as the cough up was my fault. I didn't cancel in the end, just left the room empty :)

I really like Agoda as a hotel booking site
 
Initially I thought it would be $15 (which would be an Agoda fee and fair enough). But if it isn't showing you that clause when you go to cancel, then I reckon it won't apply. The reference to $15 says "Based on the room type", which seems to give an opening for it not to always apply.
 
That is what I think as well.

The email I received with the revised charged amount after 5% discount also does not make mention of the USD15 cancellation fee.
