It seems that over the years other airlines have had similar problems - see my links in thread
The complicating but common denominator is the partner airline point redemptions. So the traveller is caught between the marketing airline who says ring the operating airline and the operating airline says ring the marketing airline,

Adding infant ticket with Qatar Airways
Hi all I've been having massive difficulties adding an infant ticket with Qatar Airways. I originally booked the tickets through Asia Miles so the tickets were issued by Cathay Pacific. CX have told me that I need to speak to the operating airline (ie QR) to add the infant as their systems...
