That said, it does seem that the list of exceptions is pretty big though so the only ones who will suffer are those fairly infrequent, cheapest-fare hunter pax so I can understand the thinking.

That is a fairly hefty charge for the irregular traveller flying through the USA on a RTW trip with 3-4 stopovers in the USA and 2 bags to check.
 
Just to confirm;

For tickets purchased after September 14, 2009, customers traveling to, from, or through an international destination that does not include Europe or India

So if flying DFW-LAX-AKL-LAX-DFW then were would be no bag fees.
