20% bonus velocity points

The annual(?) promotion of 20% bonus velocity points seems to be on again:

Most of the banks are participating partners, but where is Citibank? I recall Citi being involved last year.

I had been waiting to convert in anticipation of one of these promotions. I emailed and rang Citibank Platinum customer service and they said they don't know why. This was after emailing Velocity first where I was told to call Citibank. I then emailed Velocity again stating that this is not good enough and they emailed me back with a (broken) link to a T&C page. Anyone got any ideas?
