This is not accurate. You can get access to either lounge with status. If you book a Towers room you get access to the towers room via SPG status. If you book a standard non-Towers room you get access to the standard lounge.

Does the SGS not have a lounge? What is the system currently implemented that "suits us"? I'll be in the SGS next week but haven't had a chance to check out the property's amenities or lounge availabilities.

You can also pay to enter the Dubai International Business Class Lounge, I believe. Free entry if you have Priority Pass. This is a typical PP lounge though. Nice place to sit, haas a decent spread of snacks as well as shower facilities, but it's no five star oasis.
