A general answer is no - can apply when want to - some apply on same day so the hit on credit file looks as one to the banks Amex is generally one of easiest to approve especially the Green is one of lower tier cards so should be good. Other factors will be how many other cards, how good...

I would say yes - we did P2 recently and all went through Just check the Equifax Aus credit profile and if looks good it should be fine - thats what gets converted to a "US credit file" for the Nova Credit application
