Putting aside the present concerns about the US, it is longer to go to MAD via DFW than DXB (or other Asian/Middle Eastern ports). If I were in economy I'd be wanting to make my time on the plane as short as possible.

Bill pay in the US context means services used to pay off a credit card. Some of them are not restricted to using funds directly pulled from a bank account, which should give you a hint as to how they can be subject to gaming/abuse.
