    I've got CCs with HSBC outside of AU where I'm Premier - was quite easy. UK was a little more difficult, they wouldn't do it for non-residents but if you're with Expat, you get a HSBC UK CC. Admittedly, the limit is pretty low (in my case anyway) so YMMV.
