    I believe the cab fare from SEA to Seattle downtown is fixed at around US$32 (plus tip, *of course*) I noticed the main shuttle company also charge around the same, so may as well just get a cab rather than wait for the shuttle to fill. The fixed rate is on the window of every cab.

    There are some good points there. I am just saying that from my untrained observations: a) Nobody bothers too much about mobile use pre-takeoff and post-landing and it doesn't seem particularly enforced b) I don't see why flight mode is not acceptable.. it's this kind of 'cry-wolf' syndrome...
