Agreed, my T3->T1 experience the previous week was the same. A fellow pax who coincidentally connecting to the same flight but had some luggage to check in made it through 40 minutes faster than me by going landside, even allowing for wait for bags! More on my blog Musings of The Global Traveller

I see 6 US based and 3 other north american based programs (not counting credit cards and hotels). While your generalisation is true overall, it is not true when considering USA/north american programs.

I'd guess they are waiting for the dust to settle and positions to unwind.
