That is an impossible question to answer. Some banks offer very competitive rates and no/low fee depending on your bank and any relationship with the bank used overseas. Eg global alliance charges lower fees for customers of member banks. In some countries, banks run by "cooperatives"...

Lucky you. They're getting to know me well for my calls for missing mileage credit (and no online claiming doesn't work in my circumstance). It may be only 1000 points (before loyalty bonus accrual) and 10 SCs per flight, but it does add up.
