    Even that system, which I believe Air Canada has started using on its cheaper domestic and trans-border fares, is not foolproof. It is easy for customer to think at time of booking I won't need this or that, or to lie hoping they won't be caught out. They then get stung later at check in.

    In Europe they already have such. However reports are it is very difficult for passengers to enforce, since it is easy for airlines to say circumstances are out of their control (even despite onus of proof is on the airline).

    What would you class as reasonable? What about the effect on base fare? Is a 20 GBP higher fare charged to everyone fair?

    Would you require airlines to provide a guarantee? On what terms? If a flight is 30 minutes late does that mean it has failed? What if it is 60? What if the airport is closed? What if weather prevented the flight / delayed it / forced a reroute? What if the delay is knock on effect? Etc...

    something about the maths doesn't add up if by 2050 it is forecast to make up 50% of the, by then lowered emissions at 60% below current levels, then this is 20% of current emissions (based on more than 40 years of growth) without seeing model and assumptions hard to say how reasonable...

    Excess baggage charges would be similar on full service airlines in europe (assuming not waived).

    I only worry about that when flying in USA or on US-based airlines. Elsewhere I can usually rock up late as I like and still find room in the bins. That way I have less stress, less time spent sitting in a seat onboard, and more time in the lounge (hic or working).

    There are several schemes where you can buy the offsets privately (usually through a charity but sometimes it is a company). As an evolving area I have some skepticism (for example how do I know they planted x trees for my $y), but I think it won't take long to mature and become more acceptable.

    As a constraint on demand it is somewhat ineffective (check out UK traffic post the doubling of APD supposedly on environmental grounds). It will have an effect at the margins, in that some price sensitive leisure travellers will choose not to fly. However no one seems to take into account...

    My solution is to avoid LHR whenever I can. On *A this is relatively easy, less so on OW. I guess OW loses out.
