    I would personally think that after 1000 applications detected it would stop users from applying from the CBP website. But probably not and the unlucky 1001st person will have their application cancelled and *hopefully* refunded or put on hold until Stage 2.

    Will be interesting, there was a note after applying for CBP that in the event that you do not meet the criteria - the application will be halted until Stage 2 but yeah we will see.
