no, Telstra doesn't allow bpay from a credit card.

of course, the website is awful. it's $89/year for a QFF card, though, which is why people put up with it in the past. in a $0/year-for-life Citi Signature world, there's little reason to get this card, though.

definitely can't transfer points from Citirewards to QFF with a Signature card.
