    In my experience the underlying MCC of the vendor is used with Paypal transactions so if your credit card doesn't award points for government transactions then it's unlikely to award them if you use that credit card with Paypal to pay for government transactions. YMMV.

    I use the only1 visas to pay council rates which don't earn points on any of the credit cards I hold. For council rates the payment by debit card (what these are classed as) is fee free or .3%.
