    The cards you mention having access are all 'black' level, or a step up from the platinum level. NAB don't appear to have a card at that level, so that may well be the reason.

    Re: Interchange regulation will lower Visa and MasterCard Points Earn in 2016 Which was somewhat the intention. Provide price signals that a card was a more expensive option than cash. One of the outcomes is that it has kept a bit of a lid on merchant fees.

    I don't think this is true. Most of the airlines that fly under the Air Asia banner do not serve alcohol. Air Asia X, the long haul operation, is an exception, but Air Asia, Thai Air Asis and Indonesia Air Asia, as far as I know, do not sell alcohol.
