In my experience, no. You will get rejected and the rep will say they can see you have a history with (US) Amex, but they weren’t able to get a credit score from one of the bureau and that will be it.

By all means Platinum is huge step up from Gold (Lounge, breakfast, late check out). Suite upgrades are just a bit more rare in my experience, most of the time it’s just higher floor or slightly larger rooms. Also, Japan sees crazy elite numbers

Can’t comment on the card upgrade experience, but my account showed Platinum within 24-48hours after approval. FWIW my room upgrade experience as a Platinum/Titanium in Japan/South Korea in select/“standard” full service hotels have been…lacking
