She qualifies. The 5 trip requirement is solely an Australian requirement for the purposes of eligibility in the initial 1000 person pilot program. CBP has no requirement for number of trips to the US and does not consider this in assessing your application.

The 3+ months is CBP driven and some Australians have already received conditional approval. It can be very random. I know families who have all applied at the same time and some people receive conditional CBP approval in days and others it can take months despite being same family and no record...

For my previous membership it took 2 days for other country to do background check and then 2 days later CBP conditionally approved me and I had membership shortly after. But yes they quote 3+ months. Right now I would just settle for my background invitation from Australia

Thanks for the update and glad you received the background request email. Alas I am still waiting for mine. I will have no issue with the 5 trips - CBP will show me entering more than 10 times. I just need to get the background request from the Aussies…..

Appreciate hearing how you go and if they let you include your AU passport and Visa. I think LAX may be a bit easier than JFK in that LAX probably sees a lot more people with E3 visas and a lot more Aussies would clear immigration there compared to NY.
