I don't think so.

I have met John Howard on a flight and there was no security or staffers.

As for Kevin Rudd, according to this article, he is all alone -

Heston Blumenthal and may I say what a great guy chatted to him for a while and it was no effort or issue for him. Infact he seemed to enjoy talikng about the series he had just filmed and an upcoming episode.
