The need for a pre-departure test now only depends on the final destination as SQ/SIN has scrapped the requirement for a negative test if you're transiting at SIN. See below:
Travellers are not required to present a negative pre-departure test result to transit through Singapore. However, they may still be required to produce a valid negative Covid-19 test certificate if it is required for entry into their planned destination.
Therefore, all you need to look at is the entry requirements for Germany. At this stage, all that is required is:
  • Passengers entering Germany must present one of the following documents:
  1. a negative Covid-19 Antigen or PCR test result. The test must be taken at most 48 hours before arrival; or
  2. a Covid-19 vaccination certificate; or
  3. proof of recovery from Covid-19, which must be dated between 28 days and 6 months before travel.
That is, if you have your international COVID vaccination certificate, that's all you need to enter FRA (apart from passport/visa/etc).
