You mean like NSW had already done for Health, Education, Emmergency Services? Not to mention certain construction workers? Good decieion but far from unique.

The Education mandate covers non government entities i.e private schools and day care not just public schools.

The 70% fully vaxed business reopenings only for fully vaxed customers and staff which include hairdressers, nail salons etc will also be covered by health orders which kick in on the first Monday after 70% target is reached.

Well as I said, I believe phase D was supposed to be way off into the distance (effectively pandemic over) - 80% 12+ is weeks after 80% 16+, I don't think that was the intent. I really can't see any state endorsing phase D that soon, not even NSW.

So if Victoria are calling that phase of their plan phase D, I doubt it will align to the national plan.

NSW is sticking with 80% of 16+ for opening up.

Victoria following the ACT with moving the goal posts doesnt surprise me, nor does WA and NT seting their own rules. But you cant claim to be onboard with a plan that you are editing on the fly.

May as well dissolve National Cabinet, since the states that have deviated from plan want to stay locked up to protect the unvaccinated from Covid at the expense of mental health, economic health, education etc of everyone else.

17% of 12-15 year olds in NSW got jabbed last week (first week open to that cohort), if that rate continues, 5 weeks til they have all had a first jab and 8-9 weks til all fully jabbed (3 week gap for Pfizer and 4 weeks for Moderna), so done in Nov a couple weeks after 80% of 16+ reached.

Don’t even bother…there are some (2) very very sensitive posters here to anything Victoria does for some reason…. Victoria could say there are 60 minutes in an hour and it would be ‘lies and weaselly words and how does that fit with the National Definition of Time Roadmap’ 😂.

From my reading this seems pretty bloody good from the state that has put up with a lot during this pandemic. Of course they have left themselves some room to move. Every state has and will.

I know the other states are struggling too but geez at least Vic has a roadmap. Qld (my current home) and Wa (where I grew up) are barely wrapping their heads around how to vaccinate more than 10 people a day and couldn’t muster up a road map to save their lives right now!

I am all for Victoria opening up to unrestricted travel but I don't believe that is the case. Lets meet back here in two months once this milestone is achieved and we'll work out who is laughing at who...

Nobody has intelligently answered what I thought was a valid question.

This thread is about the virus spread so your travel question is probably better in the Aus borders thread or international travel thread but it was today announced at 80% double dosed travel would be opened up for fully vaccinated people.

I didn’t hear when unvaccinated people would be allowed to travel (without a medical exemption) though.
 
Nothing to do with state rivalry, vague commitemnts which cant be enforced create uncertainty, and an out when they extend unecessary restrictions yet again. Deviating from the agreed measure of 16+, illustrates any agreement given at National Cabinet is meaningless.

Covid cases arent going to go away, they will be endemic for the forseeable future. Delaying opening up by 2-3 weeks to include 12-15 year olds in 80% wont materially change the case numbers circulating. States who havent prepared their health systems looking for an excuse to deflect from fact they havent done enough to be ready.

No other Govt has protected small businesses, not institutions, like Andrews appears to be doing. That why I gave the example I did.

Phase D in the national plan is removal of all quarantine (including home quarantine) for vaccinated travellers. This was my point, I don't think we will be at Phase D any time soon, and Victoria having a phase D in its reopening plan that supposedly links up to the national plan Phase D seems to be an error.

NSW already said it will be open at 80% for double jabbed pax - but there will likely be quarantine (either hotel or home depending on where you come from) - until sometime next year. This is phase C in the national plan.

Phase D starting at 80% 12+ is news to me - this phase previously did not have its trigger point determined.

I’m surprised if it’s 80% 12+, as that will likely occur this year or very early next, and the national plan pretty much makes it open slather for international arrivals if you are double jabbed.

Or perhaps Victoria will pick and choose which parts of the national plan it will adopt? I can’t even see NSW calling for unrestricted arrivals (not even home quarantine) this side of Christmas.

In the Premier's Media Statement today it states:
For the final phase of the Roadmap, we will wait for more details to be developed as part of the National Plan as we move beyond 80 per cent double dose vaccination rates and we will update Victorians on that final phase in coming weeks.
Note that on the Victoria’s Roadmap: Delivering the National Plan Summary of proposed restriction levels - How we work table it stated under Phase D:

For all settings, align with National Plan to transition Australia’s National COVID-19 Response
So all the wording today is about going along with the National Plan.

I would also note that only the Federal Government can re-open the International Border for various travellers.

Respectfully disagree, the NSW health orders for 70% opening will give protections for businesses operating in the sectors permiited to reopen (not just small ones). It was mentioned on Friday.

Unvaccinated non exempt people will have no valid legal case against their local cafe or hairdresser or a big retailer like David Jones for being denied entry if unvaccinated, as there will be a health order specifying only fully vaxed can dine in or shop/browse in person. The anti vaxers and tardy will be restricted to click and collect.

That's good then. I hadn't seen that protection specifically stated but makes sense. I don't envy small business dealing with the angry antivaxxers though because they will be out to prove a point..

The degree to which they will be open will differ.

Indoor dining, visitors in the home and gyms are allowed in NSW at 70%, not so in Vic.

At 80% Gladys has stated NSW will be taking more overseas arrivals and remain open to all Aussie states and territories. Im not at all convinced either will happen in Vic at same point. Hope Vic proves me wrong.

I'm not disputing that - I'm questioning Victoria's use of "Phase D" which is no quarantine. It would be great if that was the case but I very much doubt they meant that.
 
IMHO, we'll be coming out of Covid when we start talking about what the country is doing, not what each State is doing.
If you take a step back, the current situation is ridiculous. We're attempting to manage a virus on political boundaries which are totally irrelevant to the issue at hand.

There’s a lot to doubt in the federal plan, NSW plan, VIC plan and lack of plan in other states.
