I am travelling to London via singapore booked with British airways. I want to upgrade my trip from singapore to london using Qantas frequent flyers. Do you know how or if this can be done

No, still will not be possible. To upgrade with QF FF points the flight must both use a QF flight number and be operated by Qantas.

Flight Upgrades are not available when travelling on Restricted Fares or on Codeshare Flights - From the terms and conditions! Must be QF metaland QF flight as per NM

BA sometimes allow on-board paid upgrades at the CSM's discretion and pending availability. In such a case you hand over the credit card once on board and they move you to a better seat. I don't know what the current rates are for the various cabin upgrades using this method.
