im trying to get my head around the KrisFlyer family member redemption program.

My wife and her sister are going on a holiday. The wife has her stash of velocity points which she'll convert into KrisFlyer points, but I was contemplating converting some Amex membership rewards points into krisflyer points. im guessing that I can only transfer those points to my KrisFlyer account and not hers?
Assuming that is the case, can I then make the booking for my sister in law, or does she need to do that once the KrisFlyer accounts are linked? (Using my points) This is important to me as we're hoping to keep it as a birthday surprise for her. Any help regarding this would be greatly appreciated before I commit to transferring points.

Unless i am missing something just transfer your Amex points to your Velocity account. Then transfer them to your wifes Velocity account. Then she can transfer the required amount of Velocity points to her Krisflyer account and book the tickets. Your sister in law wont know a thing. Also in case you are not aware- you will take a 35% haircut on your points when you transfer them from Velocity to Krisflyer or vice versa.

Well the reason I'd prefer to nose the points directly to KrisFlyer is precisely because of the 26% haircut from velocity to KrisFlyer. Going from Amex to KrisFlyer is 1:1.
Even taking into account the current 15% bonus to transfer to KrisFlyer, I'd lose around 10,000 to 15,000 points by routing my points through velocity compared to direct transfer. At the end of the day, I may have to do it this way to keep it secret, but I thought it was worth exploring all my options.

Yes you can make her one of your 5 allowed nominees. You can make flight reward booking for any nominee and yourself.

You will need her birthdate and preferably passport details.

Note that you MUST use the name (both first and last) that she has on her passport when you redeem for her.
 
Who can be my redemption nominee?
Anyone at all. You can nominate up to five individuals (but not a corporation or legal entity) as your redemption nominees – which means that you can redeem your KrisFlyer miles for award tickets or flight upgrades for them, and/or pay for their tickets on Singapore Airlines and SilkAir with your KrisFlyer miles when you book online.
Once you add someone, you can’t change them for six months. And while adding someone is free, deleting them will cost you miles or money:
 
Just thought I'd post back. I managed to easily transfer both my Amex points and velocity across to my KrisFlyer account. After setting up the nominees it was a very easy process to make the booking for the better half and her sister. I'm really pleased to have been able to organise this for them. :)
