Citi Signature paying RATES get points?

Just for all who don't know, Councils are not governments, the are a business with ABN numbers, governments don't have ABN,s Please correct me if I am wrong. So utilities will attract reward points
 
Any entity that pays tax has an ATO reference number. Govt entities have ABNs to deal with the ATO.

Less likely that a CC provider uses the ABN as confirmation that a payee is a 'business' and not govt, rather they prob draw upon the category / grouping of that entity (Govt is a category).
 
My rates are with Sydney City Council.

They have an online portal to pay your rates where they accept AMEX with no surcharge.

Can't schedule when to pay but I just set a calendar reminder a day after my new statement starts and pay. Helps me earn 50% more VA points or 11% more SQ than my CB Signature card.

Not sure what other cards you have but you might be able toi earn a few extra points this way.

Wow that's great. No Amex here in Brisbane and we do pay a surcharge
 
Can pay rates in Manly NSW with Amex but it is classed as govt spend for Amex-issued cards with reduced earn (0.5). Bank-issued Amex earns full points
