Nothing new in this - Aeromexico have been doing to for years - in and out of Chihuahua!

Qantas allowed it early on too out of some regional ports - dog had to stashed under seat in front of you - hence the term Queensland Heelers!

There's a difference between a small animal in a carrier under the seat, and one sitting on someone's lap...
 
I would much rather see feet on the bulkhead than have a dog sit next to me :)

As someone who spends a lot of time in Argentina this is one of the more normal ideas she has come up with. I'm sure the botox injections have infiltrated her brain.
