Dont think QP members get allowed 4 bags.
Flying J on QFd is the only way to get 4 bags, at lowest cost or get up to WP. AFF tier for QF Platinum/Platinum1.

Am I right in thinking that the club excess baggage deal is not valid for Jetstar flights?

Depends if the allowance is weight based or piece based. However as the OP was asking about JQ, any QF allowances are moot.
 
JQ seems to be crooked the way they try to get $$$ out of a booking.
Its like you need 6 pair of eyes, to watch all the add ons that are added to a domestic booking.
I just did a JQ booking from ADL to OOL for 2 people, and the amount of add ons, its shocking.
For the OP, if he chose to fly JQ because of the routing he needs or because he is looking for el cheapo, yeair, I think he is going to get sucked dry, financially, as he has to lug 4 bags.
For flying QF, QFF get 1 included check in bag, QP 2, WP/WP1 get 3, but I can't anything that says 4.
Guess he/she would have to pay a lot for the 4 bags.

Wasn't my intention to suggest I was expecting a way to eliminate excess charges altogether, but if anyone has a way let me know!
I regularly have more than four work bags (as I am part of a TV crew), plus a personal bag so the annual cost, which is usually booked on to clients will be enormous. My record is 900 Kg of excess :)
I notice that United has a $349 two free bags for a year deal, which includes up to 8 people on a single booking within USA. Global deal is around $1k. (but not valid for bags over 25kg)
