Using points to upgrade MEL to LAX

I made a call to determine what fares I needed to book to be able to upgrade from economy to premium and premium to business.

I discovered that there is an offer available to gold and plat members to be able to upgrade with points. This is not listed on the website that I could find.

Long story short, is a premium economy one way flight for about $1500 with the CHANCE to upgrade to business for 45000 points a good use of points?
Upgrades confirmed 7 days out up to 24 hrs before.

Second question, when they say that the upgrade can be confirmed up to 7 days out, does this mean it may not be confirmed until up to 24 hrs out?

As far as I knew, the upgrades can be confirmed on request if the specific class is available after booking, not just seven days out - however clause 12.6 seems to contradict clause 12.11: Terms & Conditions | Velocity Frequent Flyer

Thinking about the last part, 12.11 simply states "Upgrade Using Points can be redeemed by calling the Velocity Frequent Flyer Membership Contact Centre between 7 days and 24 hours prior to the desired time of departure." - it does not state they cannot be redeemed at other times. 12.6 states "Flight Upgrades on Virgin Australia international long haul flights are subject to capacity controls and availability is limited. Flight Upgrades will be allocated to the Member based on the availability at the time of booking.".​

And is this type of upgrade a good use of points?
