What does Qantas do for non-Australian members?

There was a competition on Facebook today for tickets to the f1, only open to UK residents, but generally I don't see offers aimed at non Australian members.

Does Qantas have functions overseas? Special earning offers for overseas members? Promotions with 3rd part merchants? Anything special?

And how does Qantas know you are overseas. Is it based on home address? Postal address? Other addresses etc.
