I was wondering if it is possible to use the departure lounges up on arrival?

Heading to hong kong, and have to wait for a friend to arrive into hong kong airport for 2-3 hours. I was wondering if I can use Traveller's departure lounge through Priority Pass up on arrival?

You would have to get there first, and without a BP for onward travel you won't be able to, like Australia, HKG arrivals and departures are segregated.
 
No landside PP lounges at HKG unfortunately. There is a paid option for a lounge in the arrivals hall eg. Hong Kong , but unfortunately they don't seem to extend the PP contract to the arrivals lounge. Perhaps email them and ask ... Seeing they seem to accept PP at their two airside lounges.
 
You'd could catch the Airport Express and hang around the IFC instead?

Actually they are, all international airports require arriving passengers to either leave or go through a transfer desk.

Departing passengers generally have the run of the airport and as you've noted HKG and SIN are quite good with their facilities.

I wouldn't say "all". As one example Singapore still has an open plan airport. You basically arrive and head to immigration when you want to... But of course such behaviour may create further questions at immigration. In Australia the checking of onward BP is patchy... So you can sometimes enter departures straight away even without a BP.

I have never been asked to show a BP when heading through transit security as an Oz International terminal.
 
I think it's likely the Plaza Premium Arrivals Lounge would take Priority Pass given just about every credit card in HK grants access!
