Upgrade Probability: PE Sale vs. Y flex?

A friend (WP) is looking at buying some tickets MEL-LAX in early Feb. I notice that the PE sale fares that are on at the moment are eligible for award upgrades.
Is there any opinion on whether one is more likely to secure an upgrade from a PE sale fare vs. a Y super saver fare? The fare difference is around $600 so I was thinking that it may not be a bad bet-hedge, especially as MEL-LAX is typically fairly busy in February.

Always thought upgrades were based on status rather than fare purchased.

But if the aim is to travel in comfort, hedge on PE to remove the risk of being stuck in coughpy whY.

If I'm correct as assuming that super saver fares are discount economy fares, the $600 will also buy an extra 45 SC and an extra 1,980 points (which is valued between $19.80 and $29.70) one way.
