Assume that prior to the war, price of petrol was $1.60
The difference in fuel cost is $0.60/L

A non hybrid Uber consuming 10L/100km would have an increased fuel bill of $6/100km. That Uber drver would be under the water by $1/100km

Assuming hybrid Ubers are eligible for the same surcharge and consuming 5L/100km, the increased fuel bill would be $3/100km. That Uber driver is ahead by $2/100km
