Advice. Tell the over zealous, jack-booted photo-policeman/woman to take a flying leap...nicely of course, and snap away! Unless it's private land or customs/immigration areas, you can photograph whatever you want to, for private non commercial usage.
However, whether you SHOULD photograph a subject is another question altogether. Discretion is the better part of valour, always.
