Refund of Preferred Seating Charges

Last October we booked 2 flights with preferred seating thru a Travel Agent on Thai Airways from BNE to MXP return. At the time of booking I automatically assumed that the cost of the preferred seating would be a Thai Airways addon charge but on checking my bank statement some weeks later I saw that it had been paid to Optiontown.
Our travel agent advised contact with Thai Airways is difficult/limited & they have extended the validity of the tickets to 31st December 2021 but not offered a refund.
Contact with Optiontown is now non-existent & the only advice which was a few months ago regarding a refund for the preferred seating is that it could take up to 6 months.
Are any AFF members able to advise me who is responsible & what steps I should take to secure a refund of the preferred seating charges which is approx AUD$600 & has anyone been offered a refund rather than an validity extension from Thai.
