Question re ANA cancellation fee

If I book a roundtrip business class (standard fare type) from Sydney to Vancouver, is the cancellation fee before departure by sector or is just one fee, The booking site is confusing as it has a $400 fee be each of the four sectors but the internet suggests only one $400 fee is charged, Would be grateful for any data points on this. Thanks
