SYD no longer uses Express Path. I was told by SYD airport authority this is because the airlines don't want to pay for it. SYD airport does offer a different security screen lane to pax in J or F.

On July 14 I asked the QF J check-in agent (WP travelling in whY) if they could get me into the J security line. No can do.

So I'd suggest simply shoddy journalism in that article if they're referencing Express Path cards.
I used the express path line in Sydney two weeks ago. Travelling in J with QF. Didn’t help much as had to go to an immigration agent anyway but it was in use.
